So Vocal Cord skill doesnt decrease the chances of flutes breaking?

As far as I know, it only grants protection against Chameleos' breath effects.
Maybe it was a confusion people made with this skill (only present in MHFO and MH2) and Flute Expert (not present in MH2).

Do you know something about the legendary craftsman? I didn't notice him and I missed the opportunity to take the Lao's quest and do the teskas armors. How can I make him appear again?

Other thing: I really want to make the khezu s armor, is it possible offline? If not, What is the best set with fortune (or lucky) skill available offline?

In order to make the Legendary Blacksmith appear, you must evolve blacksmith to lv3, then complete some blue bubbles for people from smith.

Yes, it is possible. It requires Pale Bone. The offline armor combo for 2nd lvl of that skill uses parts of khezu S, I can't remember the exact parts needed though.
